Chapter One: Introduction
1.1 Background of the Study
Jalingo Local Government Area, the capital of Taraba State, serves as a crucial economic hub in northeastern Nigeria. Fiscal policies, which include government taxation, public expenditure, and budgeting strategies, play a fundamental role in shaping the economic trajectory of local governments. In Jalingo, fiscal policies are primarily implemented to drive infrastructure development, social services, and economic diversification. The Taraba State Government, through its annual budgetary allocations, prioritizes local development initiatives aimed at improving education, healthcare, road networks, and entrepreneurship programs (Taraba State Government, 2023). Effective fiscal policies have the potential to stimulate economic growth by creating an enabling environment for business expansion, employment generation, and poverty reduction. However, challenges such as revenue leakages, misallocation of resources, and bureaucratic inefficiencies have impeded the full realization of these developmental goals. Additionally, fluctuations in federal allocations and internally generated revenue (IGR) affect the government's ability to fund critical projects in Jalingo Local Government. Given these concerns, it is essential to assess the impact of fiscal policies on local development, examining both the successes and the areas that require improvement.
1.2 Statement of the Problem
Despite the implementation of various fiscal policies in Jalingo Local Government, the area still grapples with developmental challenges, including inadequate infrastructure, poor public service delivery, and limited economic opportunities. While fiscal policies are expected to foster local development, inconsistencies in budget implementation, corruption, and inadequate fiscal discipline have hindered their effectiveness (Adeyemi & Yusuf, 2024). There is also the issue of weak revenue generation mechanisms, which restrict the capacity of the local government to finance development projects sustainably (Okafor, 2023). These problems raise concerns about whether fiscal policies in Jalingo Local Government are achieving their intended objectives or if structural reforms are necessary to improve fiscal management.

1.7 Scope and Limitations of the Study
The study is confined to Jalingo Local Government Area in Taraba State, focusing on fiscal policies and their impact on local development. It does not extend to other local governments in Taraba State or analyze national fiscal policies. Limitations may include constraints in accessing government financial records and potential biases in respondents’ opinions regarding fiscal policy effectiveness.
1.8 Operational Definition of Terms
Fiscal Policies: Government strategies related to taxation, public spending, and budgeting aimed at influencing economic activities and development.
Local Development: Economic and social progress within a local government, including infrastructure improvements, job creation, and enhanced living standards.
Internally Generated Revenue (IGR): Funds generated by local governments from taxes, fees, and levies, independent of federal allocations.
